Child and Adolescent Resource Centre (hereinafter – CARC), within the framework of Measure 4.4.1.1 “Support for New Approaches to the Provision of Community-Based Social Services” under Specific Objective 4.4.1 “Promoting the Social Integration of People at Risk of Poverty or Social Exclusion through Social Innovation” of the European Union Cohesion Policy Programme 2021–2027, and in cooperation with the association “Resiliences centrs” (Resilience Centre), is implementing a mobile social rehabilitation service for young people (hereinafter – the Service).

The aim of the project is to develop a mobile social rehabilitation programme to support young people at risk – specifically, young people aged 14–18 with limited access to social support services in the Latgale region – in developing the skills necessary for successful inclusion and participation in society. The Project will involve not only the young people themselves, but also their attachment figures, who will receive regular and intensive support.

As a result of the project, the primary target group – 20 young people at risk of social exclusion and their attachment figures (family members and caregivers) – will receive regular, individualized social rehabilitation services and support designed to have a meaningful impact on their everyday functioning. Young people are expected to improve their ability to regulate emotions and behavior, develop stronger social skills, enhance their self-efficacy, and reduce harmful behaviors where such behaviors are identified at the outset. This, in turn, is expected to support their successful participation in education, improve their future employment prospects, and promote their overall inclusion in society.

The project is also expected to have a positive secondary impact on the young people’s families by strengthening relationships and cooperation with the young person and improving the ability of attachment figures to provide effective support in everyday life. Local communities and educational institutions will also benefit from engaging with young people who have stronger social and emotional skills. In the longer term, the project may contribute to reducing costs associated with social support needs at the municipal level.

The project is being implemented from April 2026 to October 2027 and is supported by funding from the European Social Fund Plus (ESF+) and the Latvian state budget.
